English

Given the complexities of implementing strategic plans in large organizations and the differences in maturity levels of different levels, designing a native organizational maturity model is a fundamental necessity for improving productivity. The present study, with the aim of providing an indigenous pattern for measuring and improving organizational maturity in defense organizations, has used a mixed method. In the first step, using library studies, expert interviews, meta-synthesis, and focus groups, the components of the model, including 7 focal areas and 21 capabilities, were extracted. Then, using the Dematel method and the Van Steenbergen framework, the relationships between the explanatory components and the 8 maturity levels were formulated. Next, the validity of the model was measured using the Delphi method. The participation of commanders, managers, and academic experts in all stages has helped to improve the scientific and field validity of the model. It is recommended that the designed model be implemented and evaluated on a trial basis in cooperation with advisory groups at the level of defense organizations.
