پیشایندها و پسایندهای استفاده از هوش مصنوعی در حکمرانی عمومی: فراترکیب تحقیقات یک دهه اخیر

چکیده
گسترش استفاده از هوش مصنوعی در نهادهای دولتی، فرصت‌های گسترده‌ای را برای بهبود کارایی، شفافیت و پاسخ‌گویی در نظام حکمرانی عمومی ایجاد کرده است. هدف پژوهش حاضر، شناسایی پیشایندها و پسایندهای استفاده از هوش مصنوعی در حکمرانی عمومی و تبیین نقش آن در ارتقای کیفیت حکمرانی است. پژوهش از نوع کیفی بوده و با بهره‌گیری از روش فراترکیب انجام شده است. برای گردآوری داده‌ها، مطالعات منتشرشده در بازه زمانی یک دهه اخیر در پایگاه‌های معتبر بین‌المللی و داخلی بررسی گردید. که پس از غربالگری در مرحله نخست، ۴۵ پژوهش مرتبط شناسایی شد و پس از ارزیابی معیارهای ورود و خروج، ۲۰ مطالعه واجد شرایط نهایی انتخاب و تحلیل مضمون بر روی آن‌ها انجام گرفت. یافته‌های پژوهش نشان داد که مضامین اساسی استخراج‌شده در دو طبقه کلی پیشران ها و پیامدهای حکمرانی قرار دارند. پیشران ها شامل زمینه سازی قانونی و عقلایی، زیرساخت حکمرانی داده محور، پویایی و تحول سازمانی، توان دانشی حکمرانی است که بستر توسعه و به‌کارگیری هوش مصنوعی در سازمان‌های دولتی را فراهم می‌سازد. در مقابل، پیامدهای حاصل از استقرار هوش مصنوعی در حکمرانی عمومی در قالب مضامینی چون بهبود عملکرد و نوآوری حکمرانی، ارتقا نظارت و سلامت حکمرانی، حکمرانی اخلاق‌مدار، توسعه و کیفیت زندگی، مشارکت داده محور و شبکه ای شناسایی شدند. بر این اساس می توان نتیجه گرفت، به‌کارگیری هوش مصنوعی در حکمرانی عمومی، با ایجاد تحولات ساختاری و رویکردی در نظام تصمیم‌گیری، می‌تواند مسیر گذار از حکمرانی سنتی به نظامی نوین، شفاف، کارآمد و پاسخ‌گو را هموار سازد.
