More than a decade after the adoption of the Fundamental Transformation Document of Education (FTDE), rapid societal, technological, and educational changes, together with emerging conceptual and implementation challenges, have made its revision and updating an urgent necessity. This study aimed to identify the strategic requirements for revising and updating the FTDE through a thematic analysis of the statements of Martyr Mujahid Imam Khamenei (RA). A qualitative research design employing thematic analysis was adopted. The research corpus comprised all publicly available speeches, statements, and official messages delivered between 2011 and 2025. Using purposive criterion-based sampling, 16 relevant speeches were selected and systematically analyzed through coding and theme development. The findings revealed three overarching strategic requirements: (1) dynamic, in-depth, and problem-oriented revision aligned with the ideals of Islamic education while preserving the integrity of the existing document; (2) revision of the document's operational roadmap based on core values, emerging societal needs, and a monitoring system supported by quantitative and qualitative indicators; and (3) attention to financial, legal, and discourse-building requirements. The findings indicate that revising the FTDE should extend beyond periodic or purely textual modifications and be supported by institutionalized mechanisms for continuous revision, a comprehensive implementation roadmap, a systematic monitoring and evaluation framework, sustainable legal and financial support, and strengthened commitment to educational transformation across the education system.
